I'm amused that he assumes it won't permanently blind anyone because they were careful to not exceed the "maximum permissible limits". Yeah, right. I'm sure those limits assume a normal, healthy person. People with particular sensitivity to light might still be damaged. I presume they made sure it won't cause epileptic seizures, at least....
