Whoa, that's disturbing... it implies that the program was already in the works (at least enough for them to be talking to AT&T about) while Clinton was still President. In other words, either Clinton was moving the same direction, or else the neo-Nixonian machine that Bush inhereted from, er, Bush, was still alive and well in the shadows all along. *shudder*
